Relationship Between Resource and Site Planning

A Resource Plan is intended to communicate the county's point-of-view relative to a resource within the county (e.g., rangelands, mineral resources, wildlife).

A Site Plan is intended to communicate the county's perspective relative to a specific site (e.g., tourist destination, specifically located mineral resource).

The County Resource Management Plan is the foundation for all Resource Plans, and both serve as the foundation for Site Plans.  There should be one County Resource Management Plan, and one Resource Plan for every resource, but there could be many Site Plans.

Resource Management Plan Elements

Resource elements of the plan should be created through a public process. County leaders should justify their decisions and only take a position on a resource after considering and acknowledging any conflicting interests.

The following structure should apply to, and be repeated for, each of the individual plan elements:

Section 1: Issue Overview

The Overview is to provide a clear description of the resource, and its scope and dimensions. It should cite and/or reference applicable Federal and State laws and regulations, as well as any other constraints or opportunities that pertain to the resource.

The objective of this section is to help local officials gain a solid understanding of the issue and the important facts and context to the resource. The Issue Overview should stimulate thinking and discussion about options or trade-offs that may be considered in describing a desired future condition. These options and trade-offs should be written into this section.

The Issue Overview will also help counties identify and describe issues of potential conflict or concern related to the resource, including the nature of the concerns and the forces driving the concerns, such as political interests, science, public opinion, etc. The county should be particularly careful to reference both issues of conflict and groups generally.

Section 2: Define the Existing Condition

This section should provide data, studies, reports, maps, photos, web sites, etc., that describe the Existing Condition of the resource.

This section should also describe the current level of county and local involvement in decision-making and management, if applicable, of the resource. The Existing Condition and management setting should be described in such a way that will make it clear whether any improvement in management (towards the Desired Future Condition) occurs over time.

Section 3: Develop the Desired Future Condition

This section is critical to the practical value of the resource plan. The Desired Future Condition will describe the types of conditions and management scenarios that should exist, according to the county's perspectives, for the resource.

This section should provide examples of the kinds of management improvements and changes that could be implemented to achieve the desired future condition. It should also state the role and level of involvement the county desires in future planning and decision-making activities of the federal agencies relative to the resource. The Desired Future Condition may also provide a range of alternative future conditions for local consideration.

Section 4: Policy and Position Statements

This section will clearly spell out the county's policy and position relative to the resource. The Policy and Position Statements should directly support the Desired Future Condition described in Section 3.

Section 5: Goals, Objectives and Action Items

This section will outline the goals and supporting objectives and action items to achieve the Desired Future Condition. In this planning model, the “Goal” is the Desired Future Condition. The “Objectives” are improvements or changes that need to be made to achieve the “Goal,” or Desired Future Condition.

“Action Items” are specific actions and tasks that can be taken to achieve an objective, or to reach the goal. It is important that this section details the Action Items the county and its partners will take to achieve the Desired Future Condition.

Section 6: Monitoring

Once the Desired Future Condition and the improvements needed to achieve it are clearly stated, it becomes possible to monitor progress toward achieving the Desired Future Condition.

This section should describe the Monitoring activities to be implemented in order to evaluate progress toward the Desired Future Condition. The Monitoring section may include multiple examples of monitoring methods that can be used to effectively monitor, document, and ensure progress towards the Desired Future Condition.
